The Nucleus - Definition, Structure, and Function

nuCLEus is a proposed 54-story, 650-foot (200 m) mixed-used development complex planned for the Gateway District of downtown Cleveland, Ohio, United States. The project won unanimous approval from the Cleveland Planning Commission in November 2014. Robert L. Stark of Cleveland-based Stark Enterprises is the lead developer on the project.

The project 54-story tower would be the 4th tallest building in the city behind Key Tower at 947 feet (289 m), Terminal Tower at 709 feet (216 m), and 200 Public Square at 659 feet (201 m). The current fourth tallest building in Cleveland is the 1964-erected Tower at Erieview which stands 529 feet.

As of early 2018, the project is still on hold, as the developers have been unable to secure public funding. A vote on a deal to allocate some property taxes from the Cleveland Metropolitan School District to fund the project was suspended indefinitely.

Planning

Developer Bob Stark has stated that he wants to construct a $300 Million dollar world class office, retail, entertainment, hotel, and residential complex in the heart of the Gateway District. Stark said in November 2014 that "like most proud Clevelanders, I love my city. I have the opportunity to express my love." Stark is most famous for the development on the major retail, office, residential, entertainment campus in Westlake, Ohio known as Crocker Park.

Design

The complex will be a mix of ultra modern construction, which is actually a rarity in Cleveland. Stark Enterprises envisions the building as a laneway into downtown Cleveland. This is to say that the building will allow for the further development of future downtown Cleveland properties and revitalize the core of the city. Its nexus location of Gateway and its position between East 4th Street District (Cleveland) and Huron Avenue will only further its importance to the future of the city.


Despite this, Cleveland and Stark Enterprises have announced that it will be full steam ahead on the project. In September 2014, Stark Enterprises of Cleveland and J-Dek Investments Inc. of Solon, Ohio purchased $26 Million dollars worth of land from the L&R Group of California for the purposes of constructing the complex beginning in 2016 or 2017. The Benesch law firm signed as the first tenant at the nuCLEus project.
